This is the basic lesson of thermodynamics. When you have a GPU on the same die, it has to compete with the CPU to shed tens of watts of heat. But if it's just a CPU with no GPU, Intel can overclock it while keeping the total TDP under a modest 65W, meaning quiet cooling and energy-efficient computing. So the 4th to 7th Gen Intel processors were strikingly similar and not very interesting. It took Intel too long, but the 8th and 9th gen versions with 6+ cores really kicked their ass and this is a good example.
