I recommend this product 100% and that's why

This review is for Rimmel Exaggerate Waterproof and Rimmel Scandaleyes Kohl Kajal Liner. The only difference between the two is that you need to use a sharpener for the former and a retractable one for the latter. I 100% RECOMMEND both, and here's why: I use a waterline. I have oily skin and sensitive eyes so I need eyeliners that are extremely waterproof and non-irritating. I've bought and tested so many brands over the years and the first great eyeliner I found was Urban Decay 24 which I've loved for many years because it's great but the color isn't very pigmented and expensive for those who use eyeliner for their eyes every single day. and you CANNOT stock up on those eyeliners when they're on sale because they'll dry out and become useless. Then I found Milany liquid eyeliners that never smudge, even if you cry for hours. Your eyeliner will stay intact, it's amazing and the most pigmented eyeliner ever and I was amazed at how cheap it was (about $5) but it irritated my eyes a bit and was extremely difficult to remove and also started to go up in price and now costs about $10. Still cheap for this quality. Now for the BIG, Rimmel waterproof pencils! WOW! actually at $3.50 and $4.50 I can't believe the price and that's because the quality is so superior to all the brands I've tried. Doesn't irritate my eyes even after wearing it for 10 hours. I've read reviews that say it smudges and isn't waterproof, and the secret to any waterproof eyeliner is that your eyes need to be PERFECTLY CLEAN and dry (NO OIL MOISTURIZER). IN THIS REGION! this is most people's main mistake) secondly, APPLY and let it dry for at least 30 seconds, when using for the WATERLINE I just tilt my head towards the seal a bit and when in a hurry I lift my hand faster dry. For UPPER EYELIDS and especially HOOD EYES, apply and either look down or hold eyelid until dry. For an EXTREMELY OILY EYELID, apply eyeliner and then apply black eyeshadow on top. MAKE IT OUT, DON'T DISCHARGE IT with an eyeshadow brush. OPTIONAL, reapply if necessary and allow to dry. MY TECHNIQUE doesn't fail (try until you master this technique) Trust me, I'm a makeup artist with very oily eyelids and sensitive eyes.
