impossible to assemble without breaking

I assembled the tubular construction but when I tried to put the fabric over the frame as shown the fabric cover was too small for the frame. I tried putting it on but the seams just came undone because it was so tight on the frame. I need to make my own fabric cover that really fits the tubular frame.
