Very small for my opinion

I really like this item and think it would do it’s job. However the neck width is very very small even with Velcro let out as much as possible. I ordered a medium and it is too small for my 5 month old 9 lb west highland terrier. It might be better for a cat or a tiny tiny dog. I may try the large but I doubt it would be a whole lot better. Very disappointed!
