Cold Weather Coat Design Flaw

For 2 small dogs (less than 9 pounds). Tried twice (XS and S). The problem was that there was not enough tension on the chest and the leash on the harness was too tight on the neck. Everything else was fine, but the leash/harness attachment should be about 1 inch below the back. Our dogs didn't like it at all because the leash pulled away behind the neck. Small dogs have shorter necks than large dogs, so size had to be considered in the design.
