Any solution?: Bulbs

Bright headlights, arrived quickly; However, it won't work with a 2010 Volkswagen CC. The bulbs fit and glow, but they only work as a brake light when my headlights/taillights are off. My car has a bulb for both the taillight and brake light, and when my taillight is off and I step on the brakes, they work as they should, but when I have my headlights and taillights on, they stay in permanent brake light mode not dimmed as a taillight, so when I have my headlights/taillights on, they don't light up as a brake light because they stay in the brake light the entire time. Any possible solution?
