It should be on the engine from the factory.
I have owned boats of all types for 60 years. This hydrofoil converts our 40hp Merc on a 13ft Boston Whaler into a new boat rig. The aircraft rolls twice as fast, holds its nose at almost all speeds and does not reduce performance. I've never understood why engine manufacturers don't make a larger anti-cavitation plate to begin with.
