Will not work on wall mounted wine racks

I ordered a set of white and gold shelves. Attach the metal frame to the wall and 2) then screw the bottom of the shelf to the metal frame. The pre-drilled holes on the bottom shelf do not match the holes on the metal frame. So assembly impossible. I wish I had found out before I drilled the holes.
