Not safe for kittens. I've had foster kittens get stuck and get stuck between an archway and a post. Several other adoptive parents also had kittens that were stranded and likely injured, or worse. I've also heard from a couple that the kitten hit the ball and wrapped around their necks like a bolo. A friend of the foster parents and I made a video describing the problem and two clips of kittens getting stuck - Warning, this is a bit disconcerting.
