Long bottom shorts

My daughter is 4 years old, 40 inches tall and carried about 5 tons I ordered these skirts a size XS and the waistband is tight and fits well with an extension. The shorts and skirt are longer than average which I like. Maybe it's because she's smaller than other girls who wear that size. The skirt hits below the knees and the shorts hit 3/4 of the hips.
