Doesn't stick to velvet!

I have a velvet sofa with removable lower cushions. I hate how much they move forward after sitting on them for a while. I bought it thinking it would solve this problem, but the pads do not stick to the sofa cushions (velvet) or the fabric underneath (not velvet). It's not entirely useless as it does somewhat keep the pads from moving with light use, but I still have to fix them more often than not. I wish the sticky one was stronger.
