Does not reflect on safety signs and signals

Place 4x4 bollards beside the roadway for better visibility when reversing. But the material does not reflect. Does it only reflect at certain angles? The pillars are vertical, but the access road is on a hill of about 5-10 degrees. So the taillights hit the blue line a little higher than we give up in the driveway. Why isn't it reflecting? Is it the corner of the world? Halogen reversing lights? Red reversing lights? And I installed every 20 feet of this stuff so I can't return it.
