I was able to punch a fairly small hole in the plastic with this device. It's true that it does get a little stuck at the top when you pump it, but if you don't let go of the handle all the way you can drill in one fairly continuous motion. Smaller drill bits can get a bit loose and wobbly, but when you're doing small projects it's not too much of a hassle to adjust. I used a 1.0mm drill bit to drill a tiny hole in a plastic keychain about 2mm thick in about a minute or less (pictured). Even faster with Fimo clay. No special forces were required, but hands should be ready. It would be frustrating if I had to drill through something very thick.
