Layered, not see-through. Pretty long as expected as I don't like short skirts on toddlers (overprotective mom is nothing against others). The belt is not too tight, fits well. It is modest but very cheerful and colourful.

My girls (5 and 6) love their new shorts! I sized them for them ie 4T and xs. The Xs are noticeably longer than the 4T although my girls don't vary too much in size so I'd say if you want the skirt to be more of a casual or playful skirt I could scale down the length. Otherwise it may drag across the floor. Both skirts fit my two girls.

My 3 year old daughter is 38 inches tall, weighs 34 pounds and usually wears 3T pants. I bought her a 3T skirt and it fits her waist well. The skirt is long, approximately 15 inches from the top waistband to the bottom of the skirt.
