I would say they are too small. I bought 2 pairs in size 10 for my 4 year old and they fit perfectly. I also ordered a size 7 for my 2 year old daughter who is now her normal shoe size but was a bit tight so I sent it back and bought her a size 8. Nice little shoes. Very cute but only worn once. car and then car home. No serious running, no mud games. It's crazy how dirty they look.
