I would say they are too small. I bought 2 pairs in size 10 for my 4 year old and they fit perfectly. I also ordered a size 7 for my 2 year old daughter who is now her normal shoe size but was a bit tight so I sent it back and bought her a size 8. Nice little shoes. They were the perfect spot for that little dressy shoe mom was looking for, with a glittery heart detail that made my girls feel whimsical and princessy. I also like the material that wipes clean easily as toddlers tend to mess things up. Just as cute in real life as online. Good quality for the price.
