Yes, there is no way to set the declination. It's wrong to spend. Don't even buy it. I don't know where they came from but they are a waste of time and money.

In order for the dial to work, it has to be absolutely flat. The dial responds slowly and poorly. Actually not a very good compass. It is very difficult to see and align the bearing. If you need a good compass, just buy a real military compass.

In the last 5 weeks of my wilderness treks I have gone one at a time: I have used this compass 2 weeks in the Florida Everglades, 1 week in the Hiawatha National Forest of northern Michigan, 1 week in Chekwamegon Nicolet National Forest in Wisconsin, 1 week in Finnish State Forest in Minnesota, and never had a problem. This is a well made compass but it is rotated 180 degrees and there is no way to adjust the magnetic declination which is important everywhere but especially in Die 27 degree arctic declination from true north corresponds to current magnetic north.
