3 times to get the right amount of bulbs

It took 3 tries to get the right amount of bulbs I ordered. I ordered 24 in total. The first order came with 2 bulbs. 2nd order came with 13 bulbs. The third order finally arrived with 12 more bulbs to complete my original order. I was told to store extra bulbs for free but now I'm being charged for a full set of bulbs which I didn't receive. This is NOT a shop.
