This is a godsend when replacing headlights on Ford vehicles, original headlights almost always fail or break when removed

Old ones break when changing headlights. This is absolutely necessary if you want to replace your old headlights. You may not need all of them, but I assure you, you will need some of them. And you have spare parts!

If so, then that clip is probably dead. It holds the plastic anchor of the adjuster screw (two per headlamp) to the metal of the chassis. A partial repair was attempted on my car but ten minutes with these clips made it look like new. No more annoying flickering when driving down the street and now my headlights can actually be adjusted!
