It does fit up to the hips, but it doesn't fit/fit very differently than shown in the pictures. There are broken threads in the weird places as you can see in the photos and a stitched thread around the bottom that actually keeps it from leaking and makes it weird. I had very high hopes for it. it costs more than the 10 dollars I paid! Very good quality and the stitching is very nice! PLEASE NOTE the ends of the skirt have temporary seams to hold the pleat in place during transit, you can easily remove them! it came very quickly too!
