You push the handle forward to open the toothpick, then grab the toothpick with two fingers, pull slightly and twist to lock. To close, simply pull (with two fingers) the toothpick in the opposite direction and release, and the toothpick will close! ;)

I assumed they had an aluminum or steel case and the black ones were painted. It turns out the black ones have a plastic case (although the pick still appears to be titanium).
