If you look at the picture it looks like it would definitely be an elastic but with cute ruffles - Rubber band or not, it's definitely something I could handle. I ordered a small one to fit my beagle sized dog. I received a hair tie with a couple of hastily attached ribbons. Sure it's a hair tie, but it's definitely a hair tie. It would choke any poor dog, even a chihuahua. I'll keep it as it was cheap but it's definitely the only hair tie I can use, NEVER dress an animal.
