We can't call this exchange a SCAM because it had already warned users to withdraw their funds

"Due to legal restrictions, we are announcing the exit of Escodex exchange from the crypto space. Escodex will shut down permanently on 15th October, 2019 and will be non-operational thereafter."
This was the last announcement by Escodex exchange before the it was closed down. The exchange launched in Estonia offers a lot of BTC trading pairs which contributed ti its liqudity back then. The exchange is decentralized which means that the exchange is made of decentralized servers. The exchange doesn't support any form of fiat currency. It seems like rhe exchange is closing due to legal restriction.  Users were advised to withdraw their finds soonest, so we cannot call this exchange a SCAM exchange
