Because there is no clip to open the collar. It should slide over the dog's head. i have a puppy She is in training. So I have to keep a close eye on that collar so it doesn't get so tight that I can't get it off. Another thing to keep in mind in my busy life. I like the reflective tape woven into the collar, but one of the tapes has pulled and is no longer on the collar. One more thing to worry about. Will this big Bratty pup be able to get tangled and not get out? When her training is over I will switch to a regular collar. Without risking not getting a giant head from her any time soon.
