Very fluffy. Exactly what we were looking for. Bought to add fullness to the dress to the knees. I ended up not using it for this purpose because my daughter looked pregnant. Will be using this with her ballet leotard this fall! Good quality. All the tulle is evenly patterned and doesn't look messy. Buy this pack! I bought a size claiming to fit a size 7-10 and it is true. Doesn't itch. Has a nice wide band for perfect comfort.
