Missing parts, bad instructions and loud sound

In this day and age of precision manufacturing, why are half the washers and one of the main bolts missing? Mine was sealed at the factory so it's a manufacturing defect. I had to pick the bolt out of the outgoing node (which added time and confusion). The handle is made of chrome-plated, lightweight plastic. The old handle (and every handle on every new toilet I've ever seen) is made of nicer die-cast metal. It screams cheap. The instructions are in color, but there are few of them and the pictures aren't very clear. (High quality line art would be much better.) You should be able to intuitively understand the installation at many points. If you've never done this before (and I've had more than enough plumbing work over the past 40 years), be prepared to stop and scratch your head trying to figure out how to kick properly (which isn't illustrated, of course) . . You will need a hacksaw (per the instructions) to adjust the fill tube between the tank and bowl. For real? The best you could come up with is the hacksaw method? After installation, the device is very LOUD. At least twice as loud as the old block. You flush that toilet and everyone in the house knows it. Heck, I think everyone here knows that. I suspect it's due to the lightweight plastic used throughout. The leak has now been fixed, but the process and the end result are disappointing. If this PEET didn't exist, I would rip it out and replace it with something (anything!) else.
