Wow hard. in storage and organization
Waaaay for tough. You can hardly stick a finger in it. If you have thin rods, maybe, but then you run the risk of breaking them while pulling them out. I have musk sticks that you can squeeze the power of Thor's hammer into. Not recommended unless planning to capsize your boat and want your rods to literally never fall out. Need softer foam and wammy! You will be great.
