Holes not standard size and not even circle

I am not a seamstress and have never bought a hole punch. I have used several Fiskars products in the past so I chose this brand as it has never let me down. Although the ad mentions the stroke size, a link would be helpful. This hole punch will not punch a standard-sized hole in loose-leaf paper or a standard-sized ring binder. This hole is tiny. I had to drill 3 holes to get the right size hole for my binding paper. The biggest disappointment is that the stamp didn't cut a clean circle. The cutout had to be ripped out of the paper where it didn't cut cleanly making my holes look messy.
