I think they are mislabeled

My son is only 13 and I ordered a size 18/20. They were too tight in the hips and he said they felt like they were about to fall off the waist. I think they are mislabeled. I don't know if they would fit if there was a different size or if they would still fit oddly. I'm sending them back. These are his favorite pants for school, not jeans, so I will continue to buy them.
