Well made but runs small

I believe the manufacturer made a mistake on the sizing of this sweater. For the size I chose the back was supposed to be 10 inches but it was actually closer to 8 inches. When I double-checked, it measured 10 inches from the top of the turtleneck (NOT from the base of the neck); the turtleneck almost reached to the base of the dog's ears. This is a fairly heavy knit and very warm. It may be too tight for a very small dog and restrict movement.
