I have 3 Pi4 boards in a server rack connected to a Dell POE 802.3af 350W switch. The switch perfectly powers the Unifi NanoHD Access Point. I bought this POE hat just because of the price. Upon delivery I noticed that the fan wasn't even properly attached to the board and one of the nuts in the box had fallen off. But this is a bargain priced basement board and I expected it. I plugged in the board, plugged it in, and the switch didn't even recognize it. I tried the 802.3af injector to see if it was a switch. Nothing. I thought it was DOA so I changed it to something else. no, the same and this time both fan nuts were floating in the bag. So I gave up and bought three Raspberry Pi POE helmets and they work fine. no POE injector, no fuss. Just hooked it up to the switch and they've been working fine ever since.
