Defective ingredients - lathers up like hand soap

I bought the 2 pack from Target and loved it because the fragrance was light and the foam would quickly dry on our hands. My 1 and 1/2 baby loves using it. Since we were running out we decided to buy the 6 pack on Walmart. Once the package arrived, we packed 3 bottles of these foam sanitizers for my purse, the baby bag, and one for the car. After our(baby, husband and myself) first stop at the grocery store, we squirted 2 pumps per person (per usual) and then started lathering our hands from the front and the back. Then we realized it was lathering on our hands like hand soap! The scent tangerine scent was on our hands, but the lathering portion was very thick and soapy. We went back into the market to wash off the soapy hands. Then we went to the park and played with the swings and slides. Then used the bottle in the baby bag to clean our hands. same lathering thickness.washed it off in the restroom at the park. The third bottle was used by my husband after going grocery shopping. That one turned out to be very filmy and thick like hand soap so he had to use chlorox wipe and tissue paper to wipe off that slimey feeling before he can touch the car wheel again. That same night we went to target to buy another 2 bottles and tested it out to check for ingredients consistency from Target. It turns out, the foam does dry out as quickly as other reviews on the Target site and some on the Walmart site. Now, I know my bottles are defective. I wonder if I should ever order these on Walmart again?!
