Very thin tapered plastic rings that don't fit rims well except at the top. It literally climbs from 73.1 at the top to 67.1 almost immediately. It didn't fit the rim so I put it on the hub and then put the rim on, being very careful not to crush this very thin piece of plastic. For orientation, the old rings that were in the rims (previous owner) were a thick hard rubber ring 73.1 outside (top to bottom) and 67.1 inside from top to bottom. The rings were also held to the rim by a thin but very strong open-ended metal ring to provide spring tension (almost like a piston ring(?)).
