Not steel, obviously pot metal or aluminum. (Check with magnet)
Made of non-ferrous metal (non-magnetic). Checking steel is fairly easy with a magnet, but it's also worth noting that plated steel is very expensive and they are clearly plated. The metal used is cheap and brittle, probably a copper alloy. That doesn't mean they're "bad combs," just that they're mislabeled to lure people in.
