Manufacturing defect
One of the support rings (Part H) only has one set of holes for each leg, not 2. Also, it has a spot that also appears to be poorly welded. The other chair was fine but this one ruins everything. I hope they send me a spare part H) to fix it. If so I will post a message that they got it right on this transaction.
