Failed to straighten warp threads to make them flat

Unwinding the roll there were two distinct separations of the paper from the backing. I carefully unfolded the paper to the gaps and placed the paper on the pad. It then adhered well to the backing, but when I unfolded the paper, I still couldn't align it completely on the desk no matter how hard I pushed, pulled, or pinned the paper. This results in my pattern pieces not matching perfectly. The paper is very thick, with good memory. Not sure how it will work (stay), narrow or small pieces.
