So far, so good! I actually rubbed rubbing alcohol on the area and let it all dry, then waited a few hours to apply the decal and hook. I hung the shower shelf the next day, 24 hours later, and then loaded the shelf the next morning. And holds! It has also survived one shower so far so the waterproof part seems to be working as well. The tiles in my bathroom are clumpy but smooth and the right size so they don't interfere with the grout, although that would also help in your situation. It says not to put it on grout so I wouldn't use it unless you have a small tile. And now I can arrange the shower accessories lower and more conveniently than hanging them over the shower head :)
