Use silicone sealant around the bushing to seal before installation.
I have installed two of these pumps in Ford aftermarket tanks that have a built in overflow and reservoir. Both times they leaked through the seal! I also removed the silicone from around the gasket and it seems to be working on both. The restraint system isn't very good, but it works.
