This helmet is sized for toddlers, not babies. Basically it is not regulated. The only adjustment that can be made is to shorten or lengthen the chin strap. Because the interior of the helmet is initially too large, the helmet remains very loose even with maximum tightening of the strap. An elastic band is sewn into the inside of the helmet, which the manufacturer calls "True Fit", which is just a cheap excuse for not using a real size adjuster. Get the little baby sized Joovy Noodle, it's a much better helmet and fits my 12 month old perfectly.
