I bought this item because my family is going to Minnesota and it was the first year we brought our dog. He doesn't like water so I figured a life jacket would make him and I more comfortable when he's on the water, on the boat, and in the water. He is a 25lb Beagle and the environment is perfect for him. He didn't seem to mind being on a beat. This got the job done and kept him afloat while he was in the water. The only downside is that the fin didn't want to stay afloat, but that didn't affect the functionality of the jacket.
