This is not a parka. The zipper is attached to a fleece that I believe was called a vest. The water will seep through. There is a piece of outer fabric that covers it but only has a few velcro straps. I needed a coat that would keep my son dry and warm in the cold. A parka-marked coat should be able to do that.
