Review on 👕 Assorted Boys' Clothing 12-Pack: Unisex Athletic Toddler Attire by James Pope

The socks are fantastic but I am really confused by reviews saying they are true to size. I bought size L for two children who have shoe sizes 2 and 3. They were small, I returned them. I bought XL and the socks were ok. For reference, the photo shows my leg next to the XL. I have a women's shoe size 5.5 (which is about 3.5 for a child). Okay, they stretch a bit, I can wear XL size socks. But they are not that big. L was definitely too small for us. I trust other reviews so I don't know what's going on.
