Stairs not safe for birds

I am very disappointed, I was hoping to use this place where my birds could sit next to their helicopter toys and help clean up the mess from the ground. However, I don't even think about using them. In some places the wood was broken and badly split. There are even small pieces of metal sticking out where various pieces of wood are attached that can easily pierce my bird's paws or feathers.
