Not new. Although they have worked for my purposes, I ordered NEW, not USED. More than half of these have been painted and almost all of them have marks in the paint where a screw-head scraped off the paint. If being new and unpainted is a priority I would not order these. I didn't return them because I could use them as they are and it wasn't worth the effort. They do appear to be strong and none of them were bent.
