I bought these for my daughter who is 3.5 to 4 years old depending on the brand. They fit her well, with little room to move and not too tight around the ankle. I let her wear them at home for about 3 hours to test them for comfort, roughness, etc. She didn't complain and her feet didn't hurt while carrying them or afterwards. I had to see if I could feel the arch support myself - although it's not very pronounced, it's there. Overall I would say this was a very successful purchase. We'll see how they hold up to water resistance over time.
