This is normal when used under the right circumstances.
First you need line of sight and a decent signal. This works great when you have a good signal outside of the house but not inside. If you boost a weak slow signal outside the house, it will just be a "loud" weak slow signal at home. There's no built-in display or audiometer to provide feedback on your Eb/No or overall signal strength. You need to give him general direction and hope for the best.
