Definitely size up!
I purchased this swim suit in a size 14 for my 10 year old daughter. It fit great. The bottoms are perfect and the top sleeve length is right at 27" from mid neck to sleeve. The top does have the cup lining and the fit is more loose but my daughter likes the tops a bit loose. For reference, my daughter is very slim and very tall. Her tops and waist are in between a standard size 8 and 10 but for length we go with 12/14.
