Hit or miss Speakers

I have a strange relationship with these speakers. I bought a pair of these from Kmart about three years ago and couldn't believe how good they are for the price. They were selling for $60 back then I think. I was amazed by them. They sounded better than my $150 Logitech speakers. Since then I have been recommending them to people. Fast forward a few years and my brother says he needs a new pair of speakers for his computer. He asked me for advice as I'm sort of the electronics guy in the family. I first offered him a pair of Klipsch speakers that I use in my stereo. He said he didn't want to spend that much money, he said he wanted something cheap but good sounding. I immediately thought of her and recommended her to him with confidence. I ordered them for him and when they arrived the volume was very low even when turned all the way up. Now, on my pair, the volume ramps up uncomfortably about halfway and remains relatively distortion-free. I went and listened to the set he got from Revain and they were MUCH quieter than mine. They still sounded great, but they just couldn't get loud enough. We immediately sent them back and ordered a new set. The new kit that arrived was a little louder, loud enough for him to be happy with but nowhere near as loud as mine. I think at some point the company scaled back the amps they use to drive the speakers. I love these speakers but I'm not sure I would recommend them to anyone in the future. The quality of the amp seems to have either degraded or the components are stuck in a connector. I'm really not sure.
