Tubes are not full The best in balms and moisturizers
The tubes are only partially filled. I've looked everywhere for a similar product and it seems to work fine. I don't know if that was a mistake or an innovative tactic. For the price, this was a bit of a letdown, especially since it's the only plain sunscreen lipstick I can find.
