Bad batteries.
You get a lot for the price, but there is almost no way out. Batteries act like dead. I don't have a voltmeter but I think they can't maintain voltage under load. Not suitable for laser pointers. My dogs were very disappointed and couldn't find the point. I don't know what they are for.
